Abstract

Needs of public transport in cities of sub-Saharan Africa were soon enrolled among the emergencies in the major concerns of governments in the early hours of political independence. However, ifty after independence, the policies of urban public transport have not yet yielded satisfactory results. In Ivory Coast, under the aegis and financial and logistical support of government, the Abidjan Transport Company (SOTRA) was founded in 1960 to provide public transport services in Abidjan, Ivory Coast metropolis. Pioneer of collective urban transport system in Ivory Cost, SOTRA has benefited from all points of view supported by the State of Ivory Cost during the first two decades of independence to ensure the essential its mission of public transport. But economic constraints that marked a brake on development of Ivory Cost from 1980, the state will withdraw from its role of funding for several state corporations whose Abidjan Transport Company (SOTRA). From this date, all kinds of difficulties encountered by the company does not allow him to continue to meet people in Abidjan term sustainability of its services. But at the same time, Abidjan will grow rapidly without prior, which will increase the potential demand of public transport services. Thus, the city will helplessly witness the emergence and development of handicraft sector mass transit, which over time will require public authorities and user. Overall, beyond the major socio-economic services provided by the public transport system in Abidjan, its organization and functioning of many produce negative externalities. Thus, the viability of public transit in the metropolitan Ivorian full mutations requires institutional reforms, organizational and recognition of the importance of mass transport and its integration into the policy planning of the city.
