DECENTRALISATION ET CRISE ECONOMIQUE EN CÔTE D’IVOIRE : CAS DU CONSEIL GENERAL DE DIMBOKRO

Decentralization is generally seen as a system of power devolvement coming from the state to the people (communities and their territory) (NEMERY, 2003). Therefore, decentralization promotes endogenous development. It questions the sharing of development responsibilities between the state and the civil society (ATTA, 2001). The impact of the economic crisis of 1970 compels Ivoirian government to implement decentralization in 1980. This change of development strategy is a requirement of the development partners. Decentralization is a tool that will enable these partners to persue their financial assistance to Côte d’Ivoire.Decentralization in Côte d’Ivoire has started by communalization and then followed by regional council in 2001. The general elections of July 2002 turned this development tool into something effective. And the regional council of Dimbokro has been implemented since 2003. Once, the region of Dimbokro was regarded as the core of the Ivorian economy. It was know under the name "la boucle du cacao". But today the region of Dimbokro has lost it farmer position in the Ivorian economy. The area of Soubré is the new backbone of Ivorian economy. Dimbokro should change positively with the coming of the regional counsel. What is the plain reality on the grown? To what extent can we consider the economic crisis as a hindrance to the development of this area?
To answer these questions, we have used a grown study to collect our data. The results of our work show that social need has increased because of the financial crisis. So far the general counsel is doing well. But one should not deny that economic crisis has a negative impact on people living conditions.
